Increase in 2004 from 50 to 70 was non-retroactive

Singapore increased it's general term from 50 to 70 years in the Intellectual Property (Miscellaneous Amendments) Act 2004 (Act 21 of 2004). Per its section 263 (which is also repeated in the current copyright law), they specify that copyright does not extend to anything already expired on the implementation date, which was July 1, 2004. The differences won't matter once 2024 is here, but until then there is a slight difference. For example, photos taken before 1954 are public domain in Singapore, since they would have had a term of 50 years from creation, which would have expired on or before January 1, 2004.
