I just got slapped on the wrist by a user for just such an obvious case. He was really angry because he thought I had closed it in three days -- actually it was two weeks, but his (unjustified) anger was over the speed, not the decision. By the way, I really like File:Karsoy_and_Trud_2010_G2.jpg. The contrast in both colors and size is very good. I have an affection for working boats of Trud's size.

I don't think your caption is correct, though, for several reasons:

• That is not a place where a tug would normally push -- a ship is not very strong there and there is too much risk that the tug will get in under the stern and mess up either the propeller shaft or the rudder. You can, in fact, see the large white T on the side of Karsoy at the line between the green and the red under the break in the deck. That is where a tug would push.
• It appears that Trud is aligned with Karsoy, so any push would be along Karsoy's main axis. But such a push would simply slide along the Karsoy's side, not apply any force.
• Trud must push with her bow, but the tire that is on her bow is not in contact with Karsoy. It's hard to tell, but I don't think she is touching Karsoy at all.
• There is no significant propeller action showing at Trud's stern -- she is only moving forward very slowly, not pushing with any force.

I must admit, I don't know what, exactly, she is doing. It is hard to tell from one image.

• If Karsoy is leaving the wharf in the picture, then I suspect Trud is waiting for another tug to pull Karsoy's stern out so she can push at the T.
• If Karsoy is arriving, then I guess Trud is going to let Karsoy get clear ahead of her and then duck around the stern and push (at the T on Karsoy's port side) toward the wharf.
• If Karsoy is just passing the wharf, Trud may be there to act if something unusual happens.

Problems in Uploading VICs

Hallo George, for two days I try to upload VICs, but I don't succeed. If I add the filename as usual in the box, I get the the comment : "Please keep the 'Commons:Valued_image_candidates/' prefix." although I kept it. First I thought, that it is a geneneral problem of of wikimedia, but now I saw, that others uploaded pictures today. I tried it again, same result. Why do I not succeed? Do you know anything about it? I tried it also with another laptop - no success, with firefox and Microsoft Internet Explorer - always the same. Great CoA of Ukraine

Hello. I have many doubts about licensing of the File:Ukraine Large Coat of Arms.jpg (and File:Ukraine coa.png). I know that it is only a project, but file is now widespread in many Wikipedias as a real coat of arms (maybe because of lack of description in latin alphabet). According to Template:PD-UA-exempt file should be state symbols of Ukraine but it is not. And should be officially approved, else is under copyright. I think we should ask uploader for a source which could indicate license Template:PD-UA-exempt. But first I want to consult with You as a reliable user, which comes from Ukraine :) Thank You for answer. JDavid (talk) 19:26, 28 February 2011 (UTC)

Good question. Yes, it only the project which is considered and, high possibly, will be confirmed later. This image is already used as an official symbol very often. In Ukraine it isn't considered as copyvio. So, PD-UA-exempt is correct in this case IMO. Not always de jure, but always de facto.

This license and Ukrainian Copyright say that image has to be officially approved, but it isn't so why you are saying that Template:PD-UA-exempt is correct? Widziałem ten herb na stronach Internet (GOV.UA), jednak teraz nie mogę wspomnieć, gdzie właśnie.

Кабінет Міністрів України одностайно схвалив проект закону, яким затверджується Великий Державний Герб України. Таке рішення було прийняте 17.07.2009 на засіданні уряду. У свою чергу, Міністр юстиції Микола Оніщук нагадав, що Закон про Великий Державний Герб України - це закон конституційного рівня, який вимагає затвердження двома третинами голосів народних депутатів. Він вказав, що, крім опису Великого Герба України, проект закону встановлює правові гарантії захисту Державного Герба, встановлює обмеження на його використання і передбачає, що герб не є інтелектуальною власністю, а є власністю народу, нації, держави. Після ухвалення законопроекту урядом він був направлений до Верховної ради на прийняття.

Gabinet Ministrów Ukrainy przez aklamację zaakceptował projekt prawa, którym zatwierdza się Duży Państwowy Herb Ukrainy. Taką decyzję było podjęte 17.07.2009 na obradach rządu. Z kolei, Minister sprawiedliwości pryzpomniał, że Prawo o Dużym Państwowym Herbie Ukrainy - to prawo konstytucyjnego poziomu, które wymaga zatwierdzenia dwoma jednymi trzeci głosów ludowych deputowanych. On wskazał, że, oprócz opisu Dużego Herbu Ukrainy, projekt prawa ustala prawne gwarancje obrony Państwowego Herbu, ustala ograniczenie na jego użycie i przewiduje, Єże herb nie jest intelektualną własnością, a jest własnością narodu, państwa. Po uchwale projektu ustawy rządem on był skierowany do rady Najwyższej na przyjęcie.

• If you have this text from this site you can clearly see that this government project of Greater Coat of arms of Ukraine is completely different. I'm just asking for a law act of the government (ухвалення законопроекту урядом). I think even this could indicate the license (Template:PD-UA-exempt). Now we don't have any source, or even we aren't sure which project is the true project. Please take a notice that not every image with lion, kosack and Trident (uk. тризуб) is automatically consistent with Template:PD-UA-exempt. Look also at Fair Use files at Ukrainian Wikipedia uk:File:VelykyjHerbUkrajiny.jpg and uk:File:24469.gif.jpg, which are clearly marked as copyrighted. JDavid (talk) 11:42, 1 March 2011 (UTC)
