Update request

Can you please update File:Vietnam catholic dioceses map.svg? There is a newly created diocese named Hà Tĩnh that covers the territory of Hà Tĩnh and Quảng Bình provinces. In addition, the actual borders between Hưng Hóa and Lạng Sơn dioceses as well as between Hưng Hóa and Bắc Ninh dioceses is the Lô river, so these two borders should be modified by somewhat shifting to the West.
