Is blanking really necessary?

@Solomon203: , is it really necessary to blank all these user pages and tag them as sockpuppets? As far as I can find this user has never been blocked and their behaviour isn't against any Wikimedia Commons rule or guideline. I am not against categorising them as sockpuppets, I am just against the act of deliberately blanking their user pages and turning them into "non-contributors" as a punitive measure.

Also note that user "@Fæ: " refused to tag all of their accounts as sockpuppets because they thought that it was rude to take away their privacy. Likewise, I don't see what value blanking their user pages has it is a punitive measure which is enforced despite no such policy or guideline stating that this should happen.

Another issue is that Hong Kong is a Communist dictatorship, one of the reasons they may want to stay private is because they are afraid of government surveillance or something. As you didn't reply I will later change the user pages to this format.
