Do you know why the Provisional Central Government of Việt Nam adopted a new provincial administrative system?

Hello 源義信 (Nguyên Nghĩa Tín),

I have a question, do you by any chance know where it was documented how the new provincial administration of Việt Nam from 1948 should look like?

I noticed that when the Provisional Central Government of Việt Nam was created in 1948 they no longer used the Nguyễn Dynasty titles of "Provincial governors" (巡撫, Tuần phủ) and Tổng đốc's (總督) but "Provincial chiefs" (省長, Tỉnh trưởng), districts were no longer headed by "District magistrates" (知縣, Tri huyện) but now by "District chiefs" (縣長, Huyện trưởng), and the entire office of "Prefects" (知府, Tri Phủ) had been abolished as there were no more prefectures like there were in the Nguyễn Dynasty. But me it's clear that when the Nguyễn Dynasty was abolished in 1945 that the entire apparatus of the imperial government of the Southern Dynasty seems to have been abolished. While the same people who were mandarins until 1945 found similar positions in the PCG of Việt Nam and later the State of Việt Nam, there doesn't seem to be any legal continuity between the Nguyễn Dynasty mandarinate and the provincial administration of Vietnam from 1948 onwards.

I'm not sure if these titles are a new innovation, an imitation of the administrative system of the Republic of China, or how the French administered their colony of Cochinchina. I remember that I added this to Wikipedia:

"Each Cochinchinese province was headed by French official with the title of "Chủ tỉnh" (主省) or "Tỉnh trưởng" (省長), these French officials had similar roles and responsibilities as the equivalent French "Công sứ" (公使) had in the provinces of the Nguyễn dynasty.[1] The provinces of French Cochinchina was further divided into districts known as "Tong" headed by a "Chanh tong", which were further divided into communes known as "xã" (社), which were headed by a "Huong ca".[1] Both the district and commune chiefs were salaried employees of the French colonial administration.[1] " .

So I do know that the term "Tỉnh trưởng" (省長) was used there, this means that the administrative system of both the Democratic Republic of Việt Nam and the Provisional Central Government of Việt Nam continued much of the administrative structures of the Nguyễn Dynasty. But I wonder why they changed it, I haven't really been able to find any documents from the PCG of Việt Nam period explaining the relationship between their provincial administration and that of the Ancien régime. --Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 09:28, 5 July 2023 (UTC)

Cross-wiki LTA/Trolls

Thank you for reporting an account apparently used for vandalism to COM:AIV. But I found out that this account may be a sockpuppet manipulated by an LTA/troll on enwiki, it can be seen from his username. The username of this troll often contains elements such as Vietnam, Chinese politics, Taiwan, human rights, etc. See the details page on the right. For such trolls, not only a local block, but a global lock is necessary.

So I suggest you report these troll accounts to the stewards at SRG. My current environment must use a VPN and I haven't applied for IPBE in metawiki. Happy editing! Fumikas Sagisavas (talk) 11:46, 24 July 2023 (UTC)

Zhuwen or Baiwen?

While looking at Vietnamese seals I found "File:Seal of Phan Huy Lê (潘輝梨).jpg" and this is quite an interesting style, it seems to be zhuwen and baiwen at the same time, does this particular style have a name? --Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 13:56, 2 October 2023 (UTC)

I don't know if there's a recognised official name, but as I found, expressions like 朱白文, 朱白(文)相間印, 朱白混合 are widely used online, both in Chinese and Japanese. The English Wikipedia page of East Asian seals uses 朱白文相間印 (Zhubaiwen Xiangjianyin). I will try searching in the Chinese online library to see how professional books and papers call it, but right now I am not able to access the site. 源義信 (talk) 14:09, 2 October 2023 (UTC)

Usually all seals are categorised into "Baiwen seals" and "Zhuwen seals" and this one seems to be categorised into "Baiwen seals". Seal script seals of the State of Viet-Nam

Hello 源義信 (Nguyên Nghĩa Tín),

I was checking the category for seals of the State of Viet-Nam as I wanted to add another document and suddenly saw that you uploaded "File:Seal of the Minister of Defence of the State of Viet-Nam.jpg" (Quoc-phong Tong-truong), the existence of this seal honestly surprises me. Chinese seal script seems to have been very important for seals in the Nguyễn Dynasty and even as late as 1945 all imperial government institutions needed them, but after 1945 I only knew of the "Seal of the state" (with the inscription "保大國長"). I am honestly quite surprised that Chinese seal script seals in the style of the Nguyễn Dynasty were still employed by the State of Viet-Nam, especially as late as 1953. All the local seals I've seen of this regime indicates to me that they preferred using French-style seals / European-style seals / Western-style seals, perhaps the usage of Chinese seal script seals was transitional, like how the early seals of the People's Republic of China also resembled these ancient seals until they all got standardised to match the Soviet Union's style (which is currently also being used in the Socialist Republic of Viet-Nam). Glad you saw this seal. The existence of the seal also surprised me when I saw this document on the auction site. As you said (if I remember correctly), there are always some interesting documents on those auction sites and if we don't save them they will disappear from the internet soon. Unfortunately, I have not seen other documents with this kind of seals (in fact documents from the State of Viet-Nam period are not very common), and I hope that we are able to find more in the future. 源義信 (talk) 14:02, 14 November 2023 (UTC)
Indeed, sometimes even the Internet Archive's Wayback Machine doesn't save the highest quality images from those sites or these use plug-in's that are incompatible. Thank you for saving it. ☺️☺️☺️ While you went there I found another old document on eBay, I always periodically check eBay. All the land registry documents from French Indo-China in Classical Chinese I imported are now completely gone from eBay, it's also highly unlikely that the people or person that bought them will publish them online anytime soon (or ever).

The file "File:Portrait of Emperor Bảo Đại, Harcourt Paris.jpg" is absolutely my favourite photograph of the Bảo Đại Emperor made, though the main reason I never uploaded it is because I thought that it was copyrighted. By the way a really sad thing I found recently, which was also the reason I decided to upload this photograph, is that those items that are already sold on will soon no longer be available on the Drouot.com (Although some can be seen in low resolution on another site, while some can be found in PDF catalogues). This portrait is from Drouot.com, while the original page is no longer available, luckily I found this file and original title and description in a blog.
Many of the collections of the family of His Majesty Emperor Bao-Dai were sold on these websites, many of which were very rare and had not appeared elsewhere. It's an unfortunate thing if we can no longer have access to these materials. 源義信 (talk) 02:11, 28 December 2023 (UTC)
