Principles of design:

TODO:
- Where/how to position the attribution ?
- How to deal with multilicenses (considering a new box, with explicit OR: statements between them.)
- Create a distinct difference between a license and a copyright assessment (aka. public domain, non-eligible etc) ?
- Have a place for procedural information "This licensing tag was added to this file as part of the GFDL licensing update."
- What to do with warnings like those on {{PD-USGov-NASA}} In my view, these should be clearly separate, from the primary license info
- What to do with the sourcing information that is used in determining the copyright information ?
