This page has to describe why I assume that bulgarian banknotes cannot be shown in Commons and in Wikipedia.

The translation below is performed by me. I have copied the portions of the original text and have translated them block by block.

I believe that the original text is ineligible to copyright according to Bulgarian Copyright Law, article 4 (formal acts of state institutions). If one wants to use my rough translation, (s)he can do so under the GFDL license.

How to obtain permission

According to the rules set by Bulgarian National Bank:

Възпроизвеждане на българска банкнота или монета означава изработване на копие върху материален носител или в електронен вид на цялата или на част от българска банкнота или монета съгласно характеристиките, посочени в официалните издания и в интернет страницата на БНБ, което наподобява или създава общо впечатление за българска банкнота или монета независимо от:

1. размера на образа;
2. материалите или техниките, използвани за изработване на копието;
3. добавянето на елементи или илюстрации към изображението, които не са част от банкнотата или монетата;
4. промените в дизайна на банкнотата или монетата, например буквите, цифрите или символите.

Изискванията за възпроизвеждане се прилагат за всички емисии български банкноти и монети.

Reproduction of bulgarian banknote or coin means creation of a copy in material or electronic form of a whole bulgarian banknote or coin, or part of it, according to the characteristics described in official publications of Bulgarian National Bank and on the Bank's web site, which resembles or make general impression of a bulgarian banknote or coin, regardless of:

1. size of the image;
2. materials or technques used to create the copy;
3. addition of elements or illustrations to the picture which are not part of note's or coin's design;
4. changes to the note's or coin's design, for example letters, digits or symbols.

The requirements for reproduction apply to all emisions of bulgarian banknotes and coins.

За да се избегне рискът от потенциални граждански и криминални нарушения, писменото разрешение на Българската народна банка за възпроизвеждане на изображения на банкноти и монети трябва да бъде дадено преди изображението да е възпроизведено. Българската народна банка дава съгласие само в писмена форма.

To avoid the risk of violations to common and penal laws, written permission from the Bulgarian National Bank should be obtained before creation of the copy. The permission of the Bulgarian National Bank is given only in written form.

Писменото съгласие на Българската народна банка за възпроизвеждане на българска банкнота или монета дава право на лицето, на което е дадено съгласието, да възпроизведе банкнотата или монетата и да използва копието единствено за обявената в заявление-декларацията цел.

The written permission of Bulgarian National Bank for reproduction of bulgarian banknote or coin entitles the recipient of the permission to reproduce the note or the coin and to use the copy solely for the purposes described in the request form.

Conslusion

Even if a person or a company obtains a written permission it will not allow any modifications beyond what is listed in the request form, and is not transferable to a third party. Therefore such permission is not compatible with GFDL license of Wikipedia.

As the Bulgarian National Bank is the copyright holder of bulgarian banknotes and coins, we have to accept the outcome.
