The chief difference lies in the factthat the senator represents a constituency three time-large as does the assemblyman. There is an importantadvantage in the two-chamber plan, however, in thatmore time is required for the passage of a bill through thetwo houses than through one. In this way the publicsometimes able to express its opinion in such a materialway as greatly to influence legislation. The Assembly. The number of assemblymen is fixed bythe constitution at 150. These are apportioned through-out the state on the basis of population, aliens excluded.At the conclusion of each census the legislature immedi-ately defines the boundaries of the new assembly dis-tricts ; thus at each census the boundaries of the assembly 104
