This artist is indicated as the painter of the painting "Lenin creates Soviet Power" on the main page of Wikimedia Commons. It is not possible that he is the painter since he died in 1911 and Lenin proclaimed Soviet power in 1917. I have tried to find out more about this painting with not much success. My premliminary research into the question indicates that it was painted by Vasili Vasilievich Serov (1911-1992) who studied in Murom (about 300 km from Moscow) at the beginning of the 1920s and was present in Moscow at least from 1935-37. I would think that this painting was done in the late 1920s or during the 1930s. See http://www.funet.fi/

In my books it has the artist not as Valentin Serov, but Vladimir. I wonder if they're related?
