Site notice translations not appearing?[edit]

I read Sitenotice above, and I see an Italian translation exists in Commons:Picture of the Year/2008/Translations/it, but the link at Commons:Picture_of_the_Year/2008/Translations#Italiano does not point to it. But is that the problem? I see only the English language site notice (Voting in our annual contest, Picture of the Year 2008 will begin shortly) in the following language interfaces:

(I did not check any other languages, I suspect they all show English)

Add link to language interface?[edit]

Should we add links to change the interface language to the same language as the gallery pages? For example, as a test I added

<div style="text-align:right;padding:1px 5px 1px 5px;" class="plainlinks"><span style="color:#888; font-size:x-small;">{{{text|[{{fullurl:{{FULLPAGENAMEE}}|uselang=fr}} interface en français]}}}</span></div> </div>
