The first 3 floors of this building, designed by Seattle architect William P. White were built in 1909 for the Mount Vernon Hotel Company and the State Bank of Mount Vernon. Originally known as the Hotel Windsor, it was nearly destroyed by a fire in 1926; it was rebuilt to its current height over the following year under the direction of Henry Bittman, another Seattle architect, initially as the New Windsor Hotel, and later the President Hotel.
