Among stamp and postal history collectors the term postal cover pertains to the outside of an envelope or package with an address, typically with postage stamps that have been cancelled. The Soviet Union was officially established December 30, 1922 and dissolved on December 26, 1991. Although often referred to as Russia, covers in this time-frame belong in this category.

A cover differs from postal stationery, which is government-issued stationery such as a stamped envelope or postal stationery envelope (PSE), letter sheet, postal card, lettercard, aérogramme or wrapper, with an amount of postage preprinted on it.
