This template should be renamed to PD-Yugoslavia, because Yugoslav Copyright Act of 1978 regulated all work published in former Yugoslavia untill 1978. As User:Vanjagenije said: "If something was in the public domain in SFR Yugoslavia, than it is in public domain once for ever. The fact that Yugoslavia fell apart has nothing to do with that, nor has to do any Agreement on succession issues.
