Prior to 17 September 1987 the U.N. had an official policy of deliberately not complying with U.S. copyright formalities (except for the documents listed in the appendix of ST/AI/189/Add.9/Rev.1 which were copyrighted under an exception to the general practice). Because of this, these works are in the public domain in the U.S. for failure to comply with required U.S. copyright formalities.
