Sorry, I'm not speaking French.
If France have law similar to US that all images produced by government are in public domain, you should mark it as {{PD}}. I doubt in existing of such law because Commons missing necessary tag for France. See Commons:Copyright tags for details.
If you don't sure in copyrights status of image please request deletion with {{deletebecause|reason}}.

Fair Use sur Commons[edit]

Bonjour. Bien que les différentes Wikipédias aient des règles différentes concernant l'usage du fair use, Commons le refuse en bloc. Il n'est donc pas possible de télécharger sur Commons des images qui sont acceptéses sur les différentes Wikipédia ais qui relèvent du fair use. Je vous convie à aller faire un tour du côté de cette page pour voir de quoi il retourne et savoir quelles sont les licences qui sont acceptées. Donc a priori on ne peut pas la télécharger sur Commons mais c'est possible sur le wikipédia en français en indiquant bien que c'est pour illustration (fair use). Je réponds à ta question posée sur le Bistro.

C'est toujours très délicat d'utiliser des photographies qu'on n'a pas prises soi-même avec son propre appareil photo. Tu écris "pas de copyright", mais en fait il y a toujours un copyright même si rien n'est écrit sur ou à côté de la photographie. C'est le photographe qui est détenteur des droits d'auteurs, sauf au cas où il les a revendus à un acheteur. Donc ce qu'il nous faudrait savoir, pour cette image, c'est le nom du photographe, et obtenir de la part de ce photographe une licence, et pas n'importe quelle licence : une licence libre du type "GFDL", "Creative Commons", etc. Sans cette licence, le photographe pourrait surgir un beau jour et demander à Wikipédia un dédommagement financier pour contrefaçon. S'il s'agit du Sénat, se méfier. Je les ai déjà contactés par le passé... En gros, quand tu demandes une autorisation pour usage sur Wikipédia, la plupart des gens comprennent "autorisation uniquement pour wikipedia.org, sans utilisation commerciale, et sans modifications possible". C'est bien gentil, mais ça nous interdit de diffuser des DVD (la Wikipédia en allemand est sortie en DVD) ou de sortir un portrait d'un plan de groupe (modification).

C'est pour cela que nous demandons des conditions précises. En ce qui concerne le Sénat, il s'agit d'un organisme public. La réutilisation des données publiques est gouvernée par la loi du 17 juillet 1978 et surtout par le décret du 30 décembre 2005. Ce dernier impose aux administrations de se doter d'une politique de licence. Comme tu peux le supposer, les administrations se tâtent encore. J'ai envoyé en janvier au nom de Wikimédia France une lettre à la DICOD (Ministère de la Défense), pas de réponse encore — et on aimerait voir ce qu'ils répondent avant de faire plus de démarches. Je pense que Wikimédia France va faire une campagne auprès d'autres administrations prochainement.

Ajoutons que plusieurs administrations et institutions, dont les services du Premier Ministre et le Conseil Constitutionnel, ont recours à des photographes privés qui leur cèdent un droit d'exploitation — ce qui veut dire que ces institutions ne peuvent légalement nous autoriser à une exploitation.

Pour finir, si tu prends des photos auprès d'institutions ou de site web, tu dois envoyer un courriel à permissions@wikimedia.org afin qu'on vérifie la licence et on étiquette l'image correctement.

Cela paraît très procédurier, mais il faut savoir que la Wikimedia Foundation reçoit quotidiennement des piles de mails pour diffamation, droit à l'image, infraction au droit d'auteur. Parfois, dans le cas de contenus recopiés en de multiples endroits, ça nécessite un nettoyage très très laborieux. Donc, on préfère prévenir. David.Monniaux 11:38, 25 February 2006 (UTC)[reply]

2) You can also pick the file from your list of uploads, edit the file description page, and manually add the category code at the end of the page.

For example, if you are uploading a diagram showing the orbits of comets, you add the following code:

This will make the diagram show up in the categories "Astronomical diagrams" and "Comets".

When picking categories, try to choose a specific category ("Astronomical diagrams") over a generic one ("Illustrations").

Picture of the Year voting round 1 open[edit]

Dear Wikimedians,

Wikimedia Commons is happy to announce that the 2012 Picture of the Year competition is now open. We're interested in your opinion as to which images qualify to be the Picture of the Year for 2012. Voting is open to established Wikimedia users who meet the following criteria:

  1. Users must have an account, at any Wikimedia project, which was registered before Tue, 01 Jan 2013 00:00:00 +0000 [UTC].
  2. This user account must have more than 75 edits on any single Wikimedia project before Tue, 01 Jan 2013 00:00:00 +0000 [UTC]. Please check your account eligibility at the POTY 2012 Contest Eligibility tool.
  3. Users must vote with an account meeting the above requirements either on Commons or another SUL-related Wikimedia project (for other Wikimedia projects, the account must be attached to the user's Commons account through SUL).

Hundreds of images that have been rated Featured Pictures by the international Wikimedia Commons community in the past year are all entered in this competition. From professional animal and plant shots to breathtaking panoramas and skylines, restorations of historically relevant images, images portraying the world's best architecture, maps, emblems, diagrams created with the most modern technology, and impressive human portraits, Commons features pictures of all flavors.

Wikimedia Commons is happy to announce that the second round of the 2013 Picture of the Year competition is now open. This year will be the eighth edition of the annual Wikimedia Commons photo competition, which recognizes exceptional contributions by users on Wikimedia Commons. Wikimedia users are invited to vote for their favorite images featured on Commons during the last year (2013) to produce a single Picture of the Year.

Hundreds of images that have been rated Featured Pictures by the international Wikimedia Commons community in the past year were entered in this competition. These images include professional animal and plant shots, breathtaking panoramas and skylines, restorations of historical images, photographs portraying the world's best architecture, impressive human portraits, and so much more.

The 2013 Picture of the Year competition has ended and we are pleased to announce the results: We shattered participation records this year — more people voted in Picture of the Year 2013 than ever before. In both rounds, 4070 different people voted for their favorite images. Additionally, there were more image candidates (featured pictures) in the contest than ever before (962 images total).

  • In the first round, 2852 people voted for all 962 files
  • In the second round, 2919 people voted for the 50 finalists (the top 30 overall and top 2 in each category)

We congratulate the winners of the contest and thank them for creating these beautiful images and sharing them as freely licensed content:

  1. 157 people voted for the winner, an image of a lightbulb with the tungsten filament smoking and burning.
  2. In second place, 155 people voted for an image of "Sviati Hory" (Holy Mountains) National Park in Donetsk Oblast, Ukraine.

Bonjour Poudou99, à mon tour de te te souhaiter une bonne année 2017 ainsi qu'à ta famille..."Quelques souvenirs me sont revenus" : de bons souvenirs j'espère...Mon message sur le bistrot n'est qu'une interrogation de mes parcours et lectures sur WP:fr...car certaines pages WP fleurissent d'images qui m’interrogent parfois mais comme certaines sont déjà implantées sur WCommons depuis plusieurs années avec copyright...alors je suis dubitatif, d'où mon message...qui ne se veut en rien désobligeant (puisque implanté sur le bistrot) mais plutôt amical. Oui, se furent de bons moments dans nos échanges.
Ma phrase au sujet du message sur le bistro, c'était pour dire que je n'avais pas vraiment de réponse à ton interrogation, à part le hasard de la lecture du bistro d'hier qui m'a amené ici.
Mais, après rélexion aujourd'hui, en relisant ton message du bistro, j'ai quand même une remarque : parfois des photos versées dans Commons proviennent à l'évidence d'autres sites, il est donc impossible d'indiquer la mention "photo personnelle". Mais ces photos semblent elles-mêmes avoir été prises par quelqu'un d'autre, à une date beaucoup plus ancienne et quelque part où les règles concernant le droit d'auteur sont différenres. Il peut s'agir par exemple du scan d'un journal d'époque ou d'une photo d'un livre. Là, à part faire changer la mention "photo personnelle" en "photo trouvée sur le web", on ne sait pas réellement indiquer la paternité de la photo.

@ Poudou99 : Tu as lu dans mes pensées...suffit-il de mettre "Travail personnel" pour qu'une photo soit acceptée...!!! Faut-il cacher l'IRL du site pour éviter l'annulation de cette photo...!!! Questions posées... Il s'agit bien d'une photo d'un livre, que j'ai lu par le passé...si je tombe un jour sur ce book, je te le ferai savoir...Personnellement j'ai plus de 100 books ou revues genre Historia, Histoire pour tous, Historama, etc...ainsi que des books sur l'histoire de la guerre d’Algérie...mais pas grand chose sur la conquête de l'Algérie en 1830 voir antérieur à cette époque (si tu en possèdes, je suis preneur)...Bonne soirée — Preceding unsigned comment added by Zivax (talk • contribs) 22:20, 22 January 2017 (UTC)[reply]
