You may enable gadgets (custom features) for your account. There are several tools to upload files. Have you edited Wikipedia before? This guide might be useful. Made a mistake? Do you want to have a file renamed or moved? Use the move link and wait for an authorized user to rename it. Do you want to have your recently uploaded picture removed? The US has a very long copyright time period. Even if a work is in the public domain elsewhere, it has a good chance of being copyrighted int the US. Since a large number of the Commons users are from the US, I figure its probably a good idea to warn them about using the image. Any work still copyrighted as of 1 January 1996 in it's home county follows US copyright law in the US. The photo from 1955 only entered the public domain in Israel (and most other countries) in 2006 (50 years after creation). This is a mug shot from the Hartford Connecticut police. It is not subject to copyright, it is in the public (law enforcement domain) If you are going to be deleting contributions willy-nilly, then I will have to reconsider my participation in this effort. See the third bullet in Public_domain#U.S._government_works "Some U.S. state and local governments also have web sites in the *.gov domain. State and local governments usually do retain a copyright on their works. 17 USC §105 only places federal documents in the public domain."

Since 1989 all works in the US are copyrighted unless there is a specific exception. No copyright notice is needed. The Hartford City source needs to specifically state the work is in the public domain or otherwise released under a free license in order to be included in the Commons. Include a link to the source that specifies the free license or else ask Hartford to submit an OTRS ticket and resubmit the work. See Commons:OTRS. I don't make the rules. About Licence

Hello, Mr. Stout256! Thank you for your amending images license. I used Japanese license in images which I uploaded because this image scanned and uploaded at Japan. I don't realize image's source wasn't under Japanese control, of course. According to Wikimedia's rule, if I'll have to change license template, I'll change by myself. I was wrong - The "PD-Japan-oldphoto" tag is correct. I went added the China and US public domain tags. No need to change.

OK, no problem. I think that you don't have to delete your changing and back to "PD-Japan-oldphoto". Because these images were in Shanghai is true.--天竺鼠 (talk) 15:18, 28 November 2010 (UTC)
