Flickr images

Yes you are surely allowed to rotate an image under a CC license (with the exception of the ND variants, but those aren't allowed on Commons). The fact that the image is reuploaded rotated is probably due to the fact that the image was rotated by Flickr's thumbnail generation. So, let's summarise. You delete an image claiming it's a copyright violation. When asked to actually explain exactly why it's a copyright violation you can't actually explain it.
