You may enable gadgets (custom features) for your account. There are several tools to upload files. Have you edited Wikipedia before? This guide might be useful. Made a mistake? Do you want to have a file renamed or moved? Use the move link and wait for an authorized user to rename it. Do you want to have your recently uploaded picture removed? Tag it as {{speedy|reason here}}. For more information read the deletion guidelines.

Pay attention to licensing

Wikimedia Commons only accepts free content: images and other media files that can be used by anyone, for any purpose. File:Communist Party of Texas logo.png seems to be free (or it would be proposed for deletion), but it was identified as having a wrong license. Usually, it is because a public domain image is tagged with a free license, or because the stated source or other information is not sufficient to prove the selected tag is correct. Please verify that you applied the correct license tag for this file. If you believe this file has the correct license, please explain why on the file discussion page.

The Soviet hammer and sickle

The hammer and sickle i posted is more correct per construction sheet, see File:Construction_sheet_of_the_flag_of_the_Soviet_Union.png, File:Flag the USSR schema Sbornik zakonov 1938-1956.svg is a vectorization of part of the sheet, and not the part that focuses on the shape of the hammer and sickle.

Please provide a link to an appropriate webpage with license information, or ask the author or copyright holder to send an email with copy of a written permission to VRT (permissions-commons@wikimedia.org).
