The base map is not copyrighted, it was a product of the USGS, an agency of the United States government and available for free download, which was then modified by adding the boundaries showing the retained lands of the Kiowa and Comanche nations. That modification made the map my own work, as stated on the file page. Information of the public domain status of USGS maps can be located at [1].
You, as an admin, should be ashamed of yourself for not assuming good faith. You could have asked instead of making a false assertion that this was a probable copyvio. That's especially true when you didn't even have evidence that it was a copyvio, but acted on a mere hunch based on a font used on the map. Perhaps you should take some time to reflect how accusations such as the one you made affect editors and content creators, and maybe in the future you'll wait until you have some actual evidence before you make such an accusation.
