There seems to be a problem regarding the description and/or licensing of this particular file. It has been found that you've added in the image's description only a Template that's not a license and although it provides useful information about the image, it's not a valid license. Could you please resolve this problem, adding the license in the image linked above? You can edit the description page and change the text. It isn't clear to me who authored the document that contains these photos. You state that it is a US Department of Defense employee, but I see no indication of that on the document. Generally, I don't find it praiseworthy to spend one's time uploading a bunch of content from gov't sources just because you might believe it to be PD. Helping article editors get images to support their text is useful. Downloading from gov't websites and uploading to Commons is wasteful, in my opinion, if not foolish.
