- Generally, I don't find it praiseworthy to spend one's time uploading a bunch of content from gov't sources just because you might believe it to be PD. Helping article editors get images to support their text is useful. Downloading from gov't websites and uploading to Commons is wasteful, in my opinion, if not foolish.
