See also how that page has a weblink "article from Twitter.com" and the original image was actually posted here – also without a Creative Commons licence as you claimed. - Yes, this file needs to be deleted. You cannot just make up a free licence for something you find on the internet, but the licence has to be present at the source website. We do not allow non-free files at Commons. All uploads here need to be free for anyone to use for any purpose (see also COM:Licensing). Non-free files may sometimes be uploaded locally at certain Wikipedias that allow fair use, but those, too, have very strict rules for the uploading of non-free images and they may vary depending on the language version of Wikipedia.
