- Thanks for links (the title was not included in the Fuchs volume I scanned the image in from), but the British Museum has a different and inferior version of the caricature (with two-word "Stretch it" instead of one word "Stretchit", which telegraphs the joke). I assume that Gloucestershire is the location of Bristol, a major port. If you think that Stretchit was a real place, you can try to look it up in a gazetteer.
