Yes - sorry my mistake. It looked like a "new user" page with just links (it happens :)) but I did my research!
Can you tell me a bit more about what you are wanting for interwiki links? If you look at my user page for example you will see links to other language wikis. I'm not sure what the language code is for Tibetan but such things tend to be found more easily on Meta.
I'll certainly help if I can but - despite being here quite a while - there are plenty of things I do not know about Commons (& my languages are quite limited).
