If it's an open source game, just update the Summary box to include a link that proves this, in the "permission=" field. I can't see anything on https://hi.theotown.com that suggests it's open source, though?
If you've been able to email evidence of permission, I assume the image will be restored when the backlog is processed, if it gets deleted in the interim.
If you are the developer, or are in contact with them, I'd suggest putting a page up on the theotown.com site that includes a few screenshots explicitly licenced as CC-Attribution or public domain. --Lord Belbury (talk) 10:22, 12 January 2022 (UTC)[reply]

I am sorry for inconvenience. I am not being strict, I am just following the conventions here. There is no proof that the file isn't copyrighted or licensed under CC BY SA 4.0. Their website says "Copyright by blueflower 2022". The screenshot you uploaded as the proof of File:TheoTown Preview.jpg may not be permitted on commons as it is a screenshot of a proprietary software. Sending email to VRT is the best option.
