Thanks Yann! It was a derivative still image from a short Youtube video published by the Archives Municipales de Lyon at youtu.be/A9wLTJhlksI?si=hQJ9jDMuKZeKgkRI&t=133
I believe that all information produced by the Archives is now completely free and available to use with attribution, and I did attribute the video source to them. I could include their watermark if that would help.

followed by a translation of relevant information (I believe):
"The reuse of publicly communicable AML information is now free and unrestricted, whatever the uses .
This means that you are free to:
share public information : copy, distribute and use this information;
create from this information;
adapt them : modify, transform and build from this information;
as long as you mention the source  : City of Lyon, Municipal Archives, author if identified, reference . This mention is obligatory ."
If I am correct in this, can the image be reinstated, or do i have to do something else?

Hi Yann,
Please tell me what more I need to do to get the image reinstated, must I reimport it?
Again, the AML's (creator organization's) rights page says that ""The reuse of publicly communicable AML information is now free and unrestricted, whatever the uses. That means my publishing the still from their video is fair use, and the image should be allowable in Wikimedia.
