License upgrade to 4.0[edit]

In preparation for the upload of the Temminck Groll Collection, I received e-mail confirmation from Kris Roderburg, coordinator images at RCE, that the CC license used by RCE has indeed been upgraded to CC-BY-SA 4.0 international (see rights statement in their image bank) and that the license should be adapted across Wikimedia Commons as well.
