Edit requests: Clarify scope of US govt copyright and fix dead LOC link[edit]

{{Editrequest}} The first requested edit is to change "such work is in the public domain." to "such work is in the public domain in the United States." From what one understands, works of the US federal government are definitively public domain in the US but may be copyrighted outside the US. {{Editrequest}} Secondly, the link after "The records in HABS/HAER were created for the U.S. Government and are considered to be in the public domain." leads to an "About this Collection" page that is not that meaningful. A possible option is to replace the link with a link to this archived version of the page which has the previously specified statement about the HABS/HAER records and copyright. Another option would be to replace the existing link with a link to this LOC page and to change "The records in HABS/HAER were created for the U.S. Government and are considered to be in the public domain." in the template to "The original measured drawings and most of the photographs and data pages in HABS/HAER/HALS were created for the U.S. Government and are considered to be in the public domain."
