wikipediaは、我々も時々使用させていただいております。
我々の空中写真が引用されているページは、
このような使い方もあるのか、と感心しております。

さて、我々がウェブマッピングシステムで提供しております空中写真画像は、
基本的には、皆様にお使いいただけるように提供しております。
現在新しい利用規約も検討中ですが、
（現在は明確な利用規約はありません。国土数値情報の利用規約を準用していま
す。）
基本的には、
・提供にあたって、利用制限は定めない
・利用のための申請や登録は求めない
・著作権そのものは放棄しない（国土交通省が保有する）
・利用者の責任において、データを利用していただく
ということになります。
2次配布（再配布）に関しても、我々は特段の制約は設けません。
利用に当たって唯一の制限は、出展の明記です。
明記方法については、厳格な決まりがあるわけではありませんが、
一応（雛形として）「国土画像情報（カラー空中写真）　国土交通省」
と記載をしていただくようにお願いしております。
また、提供している写真が古いことから、
いつの時点の写真であるか（つまり撮影年）についても
できる限り併記していただければ、と考えております。
ただし、レイアウト等の関係もありますので、
この記載方法に固執してはいません。
あくまでも、出展が明記されていればかまわない、ということになります。

ご質問いただいた件ですが、
１．の再配布については、上記のように、
　転載（孫利用）も可能であるということになります。
２．のご質問のように、別サイトであっても条件は同様です。
また、３．の出展の記載方法ですが、
英語のサイトでは英語で同様の内容を記載していただけましたら、
それで良いと思います。

Thank you for your message. We have also been using Wikipedia from time to time, and we appreciate your references to our aerial photography.

That said, the aerial photographs we provide through the web mapping system are provided so that everyone may use them. We are working on a new license agreement at the moment (there is no clear license agreement at this time; we are following the digital land information license agreement), but generally, there is:

- No restriction on use

- No requirement for application or registration

- No abandonment of copyright (MLIT holds copyright)

- No liability on our part for use of the data

We also impose no special rules regarding second distribution (redistribution).

The only limitation on users is that there must be a marking. There are no strict rules regarding how to mark the data, but for now, we ask that the data be marked as "National Land Image Information (Color Aerial Photography), Ministry of Land, Infrastructure and Transport." We also think that since some of these photographs are old, they should be marked to show the point in time of the photograph (i.e. year). However, since this also goes to layout and other issues, it need not be adhered to. In the end, so long as the data is marked, there should be no problem.

To respond to your questions:

1. Reprinting is permitted as outlined above.

2. Terms and conditions are the same even on other web sites.

3. On English sites, marking the images with similar language in English is acceptable.

画像の転載（2次利用）において、
出所を明示していただくというのはルールになっておりますが、
当然、その明示方法は、
Webページのデザインや、映像のレイアウト等の制約を受けることは
想定されます。
そのため、ご指摘いただきましたように、
各記事の部分では出所を明示せず、
その画像の説明に箇所に出所を明示する方法であっても
問題はございません。

ちなみに、

のサイトを見させていただきましたが、
先日お送りした内容（箇条書きで記載がある4点）については、
あくまでもメールでご説明したこちらの見解ですので、
Webページに記載されますと、ちょっと違和感があります。
基本的には、ウェブマッピングシステムの利用規約（現在は利用上の注意事項）を
参照したいただけばそれでかまわないと思います。

あと、ウェブマッピングシステムのURLは、

Regarding the reprinting (sublicensing) of images, the rule is that the source must be marked, but naturally, there are likely to be restraints on this due to image layout, page design, etc. Therefore, as you suggested, it is not necessary to mark the origin on every article; there is no problem in marking the origin on the image description page.

By the way, you showed us your site at http://commons.wikimedia.org/wiki/User:Ananda/mlit - in regards to what we sent you the other day (with the list of four items), what we explained in that e-mail was our opinion, and having it on the webpage makes us a bit uneasy. Basically, we think there should be no problem so long as you consult the web mapping system license agreement (currently, the important points for use).
