Thomas Garrett encloses a letter for George Thompson. Thomas Garrett is anxious to see George Thompson but is occupied with business affairs that prevent him from leaving home. There is great alarm caused by the passage of a new slave bill. Many are interested in offering shelter and protection to runaways. Thomas Garrett explains that "any white man here may arrest a coloured man on suspicion of his being a Slave put him in Jail, if he is proved a slave, the man taking up gets a reward, if free the County pays the expenses, and the poor Black has no remedy, or compensation for less time."
