Adding suggested restriction for both users

I've added a suggested restriction because the issue of "Protected Commons:By location category scheme" in Commons:Administrators' noticeboard/Blocks & protections, and because the issue of Category:Eivissa. Perhaps I'm lacking behaviour with Juiced lemon with my admin abilities, but I think this user attitude is lacked of basic behaviour as every wikimedian user, as he's abusing the open editing of the wiki software making reversions and re-reversions to infinite, and also he's undoing other users changes on related topic articles with any respect to this ongoing discussion. JL, please, stop reverting. If you want to suggest not to edit this section, make this suggestion here, but you have no reason nor right to forbid me what to write and what to not write. My suggestion is fair play, IMHO, not to abuse sysop abilities for me, and not to abuse user abilities for both. If you don't agree, discuss it!.
