Introduce "QHR in LGA" subcategories?

With over 400 subcategories and some hundreds of photos in the main category and the knowledge that there are 1700 QHR sites for which there are already about 1000 articles, I am starting to think that this category is becoming unmanageable. I would like to suggest making the main category diffusing into subcategories, one for each local government area. As local government areas are precisely bounded, its straightforward to decide which subcategory applies. Also we have categories for local government heritage registers too, which usually include the QHR entries for their LGA as a subset, so this set of LGA subcategories will avoid unnecessary duplication (once in the QHR category tree and once in the LGA local heritage register tree).
