Hi, former Category:Cities and villages in India (and those related to other states/territories of India) imho are/were tried and tested since nearly one decade, hence, in general, there is/was no need to re-start an imho extremely confusing 'conformity' with mainly EN-WP, by starting repeatedly sub-categories as villages, mandals, tehsils, gram panchayats, cities and towns, cities, towns, census towns and so on, to the disadvantage of usability, also for non-Wikimedia users. Recent 'local' discussions comprised, for instance, of version history March 15, 2016, one related user talk in June 2014, and recently remarked that related user talk on 15 March 2016 etc.
To 'harmonize' with the parent category tree of Wikimedia Commons, 'we' may rename – please by category-move to preserve the individual version-histories – the related categories of states and territories (started South India).
