Why is Rif a parent category of this one?[edit]

This hierarchy makes sense until we get to Historical images by city.

Strange hierarchy.

I propose that Historical images by city no longer be a child category of Rif. Is this something I can just go in or do or should I wait for someone with more knowledge about this decision to comment on it? I am aware of similar categorizations issues like this.
