Manufacture of this car had begun before the beginning of WWI. During the war the War Department bought many for staff cars with strengthened rear suspension for heavy loads and rough roads. Staff cars were for the transport of staff officers doing administrative jobs.

After the war production continued with minor modifications including a softened rear suspension.

The replacement was announced to the public in September 1922. Called the 23-60 the principal change was the switch of the engine to pushrod operated overhead valves which required little other amendment to the engine design. Front wheel brakes were not available at first.

An easy visual distinction between 25 and 23-60 is the driver's door. None was provided on the 25. The 23-60 kept (interior) control levers in the way but did provide a proper door for the driver.
