Thomas Brassey became Civil Lord of the Admiralty in 1880, serving until 1884. Before that time, he had already begun compiling material for this work, which not only described the Royal Navy, but also the developement of naval ships from the first armoured floating batteries of the Crimean War, via the Gloire and the Warrior to the state of the art in the 1880s. In Volume II he covered guns and armour extensively, and also described torpedoes and torpedo boats, unarmoured cruisers and the arming of merchant ships. Volume III (also from 1882) was about opinions on different ship types, compiled from authorities from most of the naval powers.
