Please refer to the explanation at User:Fæ/Imagehash#Implementing_non-EXIF_SHA1_check at how files are selected for this category and marked as duplicates for deletion based on an SHA1 calculation without EXIF data. Ensure that any unique information, such as VIRIN identification or descriptions are merged before deletion. Extra care should be taken with very early files, such as with uploads before 2009, as the later versions of descriptions, licenses and templates may be significantly better quality and should be merged, or the choice should be made to delete the earlier file rather than presuming that older is better.
