Charles Richard Parsons (1844-1920).
Signs mainly as C.R. Parsons. He was an artist based first in Manhattan, then Brooklyn. Born in Cornwall, and died in Cornwall when on vacation.
Son of Charles Parsons (1821-1910)
Aside from the signed names both artists works are virtually identical.
There are references to a Charles H. Parsons but no actual signings as such are available. It maybe that this is a different artist, but if so he's not prolific.
