The "bicycle dress" or (more often) "bicycle suit", invented ca. 1895 as the "safety bicycle" began to be a big commercial success, was the earliest way that ordinary respectable non-sea-bathing Western women appeared skirtless in public -- though it would have been highly disreputable for a woman to wear it for activities other than bicycle-riding and a few other strenuous athletic/gymnastic activities (not including tennis).
