Well, services in French are available across the country from the federal government, and also locally from a few provincial governments beside Quebec’s. The country as a whole is a member of La Francophonie, as are the provinces of Quebec and New Brunswick in their own right. That said, however, I do think it would be appropriate to use a lighter tint, stripes, or the like to avoid giving an impression that the entire population of the country—or even a majority—speaks French.
