Description: While en route to San Diego, by train, President Franklin Delano Roosevelt stopped in Wichita Falls on July 11, 1938, to appoint Texas Governor James V. Allred, a Wichita Falls native, as a federal district judge of the southern Texas district. Called 'an unusual ceremony' by the Press, the appointment ceremony was held on the train platform, and started a precedent of allowing for appointments of federal judges to court districts they did not currently reside.
