English: ATLANTIC OCEAN (Jan. 25, 2008) Mineman 2nd Class Matthew Rishovd, top, works with Mineman 2nd Class Kody Egelhoff, both assigned to high speed vessel (HSV) 2 Swift, to repair a Pirata bouy for the National Oceanic and Atmospheric Administration (NOAA). Fixing these bouys is part of HSV 2 Swift's mission for the Africa Partnership Station (APS) to help the NOAA collect weather data that may help predict hurricanes and other inclement weather. APS is a part of the Navy's new cooperative maritime strategy, in a multi-national effort to bring the latest training and techniques to maritime professionals in nine West African countries, to address common threats of illegal fishing, smuggling and human trafficking.
