Howe, USS La Jolla (SSN 701) commanding officer, listen as Vice Admiral James B. Stockdale Award for Leadership winner Cmdr. Richard L. Clemmons, former USS Roosevelt (DDG 80) commanding officer, speaks during the presentation of his award in the Hall of Heroes at the Pentagon. The 26th presentation of the award, established in honor of Vice Admiral James B. Stockdale whose distinguished Naval career symbolizes the highest standards of excellence in both personal example and leadership.
