The triage setting is to stabilize and orient the victims until they can be sent to local emergency and medical centers. The Navy's involvement in the Hurricane Katrina humanitarian assistance operations is led by the Federal Emergency Management Agency (FEMA), in conjunction with the Department of Defense.
