Both were wrong, and theirdisappointment increased a general bitterness toward England, withwhom war was only two years distant. The Federalists controlled the Legislature of 1809-10, and theirCouncil of Appointment cleared out almost every Republican ofifice-holder. from judges to justices of the peace. But a change was coming. Tompkins and Broome were renominated and re-elected; and apeculiarity of this election was that Ex-Governor Morgan Lewis wasa candidate for the Legislature on the same ticket with Governor Tomp-kins, who had defeaterl him three years previously. The causes which led to the defeat of the Federalists in 1810 were,first, their alleged sympathy for England, and, second, the fact thatCongress had changed the embargo for the non-intercourse system.
