He was one of the youngest and best-lookingmen in the assembly, and certainly the best dressed.Rising to take part in the discussion, he declared, witha glint of fun in his eye, that he was not an agriculturallabourer. The House looked at the yoimg heir to thehistoric Spencer earldom, arrayed in all the splendom-of the smartest of evening clothes, and roared withlaughter at the humour of the situation. There werecheers, too, later on, for Mr. Spencer made an earnestand appealing speech on behalf of the peasant delversof the soil. Mr. Spencer at once got a place in the affectionsand esteem of the House. Ever after he was paidthe compliment of being familiarly referred to asBobby; and what the Commons lost the UpperChamber gained when he became Lord Chamberlainand received a peerage on the formation of Sir HenryCampbell-Bannermans Administration in December,1905.
