The name of the statue is "Cowboy at Rest" and it was created by sculptor Solon H. Borglum. 

Stamped on verso: Portland, Lewis and Clark Centennial Exposition.

Born in 1868, Solon H. Borglum was an American sculptor whose creations reflected a nostalgia for frontier life. His depictions of cowboys and Native Americans were also displayed at the Louisiana Purchase Exposition in 1904 and the Panama-Pacific World's Exposition in 1915. The Lewis and Clark Exposition was hosted by the city of Portland from June 1 to October 15, 1905. Covering over 400 acres, the fair showcased exhibits from various nations and states, and it promoted the economic potential of the Pacific Northwest region.
