At that time theart-world was agitated by the proposalof the Fine Arts Commission to holdcompetitive exhibitions of designs forthe decoration of the Houses of Parlia-ment with scenes from the history ofGreat Britain. The first exhibition wa&held in AVestminster Hall in 1843. Ar-tists young and old threw their wholeenergies into their cartoons, from i^oorHaydon, who had ever since 1812 beenthe consistent and loud-voiced insti-gator of the scheme, to Watts andother young men, who had yet theirs^Hirs to win.
