Edificio construido entre 1924 y 1925 por los arquitectos Eloy Martínez del Valle y J. Yarnaz Larrosa. Fue levantado en el solar que ocupaba el fuerte de San Felipe, destruido a finales del siglo XIX. Es un edificio que sigue modelos clasicistas. Tiene planta regular con tres alturas, y ha sido realizado en piedra de sillería, empleándose para la decoración -muy sobria- el mármol, el metal dorado y la caoba barnizada. En las fachadas presenta vanos rectangulares en el piso superior y vanos en arco de medio punto en el inferior, con rejería muy sólida. En el interior hay un patio cubierto con una gran vidriera. Responde a un modelo de banco que pretende ofrecer un aspecto de solidez, al objeto de transmitir confianza al público.
