If the fire was "off Tillamook Head, Oregon, at four o'clock on the morning of February 27, 1904" and "The steamer reached Port Townsend the following day," it presumably arrived February 28. A damaged ship could not imaginably have made it from Tillamook Head to Port Townsend in less that 12 hours, and this picture is in full daylight.

So File:Steamship QUEEN at dock in Port Townsend, Washington, following a fire at sea on February 27, 1904 (NOWELL 76).jpeg (or imaginably later, but not earlier); by comparison, this picture looks like some debris has been cleaned up, so it could easily be days later. In any case, despite the original title, this is not the ship "arriving".

Also, in the original title, "Seattle area waterfront and ships, Seattle" is clearly nonsense, probably someone's accidental copy-paste.
