English:

Printed on verso: Plant used in the construction of Warrenite Road on Pacific Highway, near Kent, King County, Washington (Guernsey Contract); material separated into two sizes.

According to the King County Historic and Scenic Corridors Project Final Report (2009), King County began to experiment with Warrenite pavement as early as 1912. In 1916 3.52 miles of the Pacific Highway were paved with concrete. According to Images of America: Washington's Highway 99 (2013), by 1923 the entirety of the Washington stretch of the Pacific Highway was paved.
